Cabinet of Ministers Resolution

JSC 'AVTOMATLASHTIRILGAN TRANSPORT TO'LOV TIZIMI OPERATORI' was established in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 25, 2019, No. 948 'On the Implementation of an Automated Fare Payment System for Public Transport,' with the participation of the Scientific-Production Center of the State Unitary Enterprise 'Uzavtotranstechnika' under the Ministry of Transport and the 'Unified National Processing Center'.

The automated fare payment system is designed to ensure informational and technological interaction in providing passenger transportation services in public transport using transport cards with NFC contactless technology, mobile and stationary validators for registering fare payments, as well as a billing system for generating reports on the number and time of trips and vehicle route numbers.

Main Tasks

  • the possibility of implementing a targeted social support system for certain categories of citizens
  • the possibility of optimizing the existing route network by shortening long routes, without significant harm to passengers (introducing fare plans for transfers) and reducing the cost of passenger transportation
  • effective planning of public transport operations based on up-to-date passenger transportation statistics
  • increasing transparency in the process of paying for public transport trips
  • the possibility of creating a unified payment card as a single payment method and instrument for all types of urban services: public transport, parking, toll roads, museums, etc.
  • increasing the efficiency of the public transport system, reducing road congestion (less time for boarding/alighting, flow planning)
  • increasing the tourist attractiveness and comfort
